NASA SEWP (pronounced "soup") is a government-wide acquisition contract (GWAC) managed by NASA's Goddard Space Flight Center that provides federal agencies a streamlined way to purchase IT products, services, and solutions. SEWP V — the current generation — is one of the highest-volume IT contract vehicles in the federal government, processing over $10 billion in orders annually.
SEWP is a multiple-award IDIQ contract with pre-competed pricing and extremely fast ordering — most orders are placed and fulfilled within days, compared to weeks or months for a traditional procurement. This speed makes SEWP one of the most popular vehicles for federal IT buyers.
SEWP V contract structure:
- Group A — Small businesses (8(a), HUBZone, SDVOSB, WOSB) selling IT products and product-based services
- Group B — Other than small businesses selling IT products and product-based services
- Group C — Small businesses selling IT services and services-based solutions
- Group D — Other than small businesses selling IT services and services-based solutions
What can be purchased through SEWP:
- Hardware: servers, storage, networking, end-user devices, IoT
- Software: commercial licenses, SaaS subscriptions, cloud services
- IT services: cloud migration, cybersecurity, data analytics, AI/ML, managed services
- Solutions: integrated IT solutions combining products and services
For contractors not on SEWP: You can still benefit from SEWP by partnering with a SEWP contract holder as a subcontractor or reseller. Many small IT firms sell their products through established SEWP prime contractors.
For agencies: Orders are placed through the SEWP website (sewp.nasa.gov) using a Request for Quote (RFQ) process. Agencies post their requirements, SEWP contract holders respond with quotes, and the agency evaluates and awards — often within 5-10 business days.
SEWP V is scheduled to run through 2029, with SEWP VI planning already underway. Contractors interested in the next generation vehicle should monitor NASA's acquisition forecasts and industry day announcements.
