GWAC

Government-Wide Acquisition Contract

Contract Types

Definition

A GWAC is a pre-competed, multiple-award IDIQ contract that can be used by any federal agency to purchase IT products and services. GWACs eliminate the need for agencies to run their own competitions — they simply place task orders against an existing vehicle.

Major GWACs include Alliant 2 (managed by GSA), CIO-SP3 and CIO-SP4 (managed by NIH/NITAAC), and OASIS+ (managed by GSA, covering both IT and professional services). Winning a GWAC position is highly competitive but provides access to billions in potential task order revenue over the vehicle's life.

GWACs are exclusively for IT-related acquisitions. For professional services, agencies use similar vehicles like OASIS (One Acquisition Solution for Integrated Services). For products, GSA Schedules serve a similar role.

Even if you don't hold a GWAC directly, you can participate as a subcontractor to a GWAC holder — a common strategy for small businesses building past performance in federal IT.
