Other Transaction Authority (OTA) is a contracting mechanism used primarily by the Department of Defense that operates outside the Federal Acquisition Regulation (FAR). OTAs allow agencies to engage with non-traditional defense contractors, startups, and commercial companies that wouldn't normally bid on federal contracts.
OTAs were designed to attract innovative companies that avoid traditional government contracting because of the regulatory burden. Contracts awarded under OTA don't require FAR compliance, which means fewer certifications, less paperwork, and faster procurement timelines.
Most OTAs are awarded through consortia — organizations like NSTXL, SOFWERX, and ASTRO that manage membership-based groups of companies. When a DOD agency has a requirement, the consortium solicits proposals from its members and facilitates the award process.
OTA is particularly active in areas like AI, cybersecurity, hypersonics, space, and other emerging technologies. For tech companies and startups, OTA is often the most accessible path into defense work.
