GSA Schedule
Multiple Award Schedule (MAS)
Contract TypesDefinition
A GSA Schedule (Multiple Award Schedule or MAS) is a long-term, pre-negotiated government-wide contract vehicle managed by the General Services Administration that allows federal agencies — and many state and local governments — to purchase commercial products and services at pre-approved prices without conducting a full competitive procurement.
GSA Schedules are one of the most important contract vehicles in federal procurement, generating approximately $46 billion in annual sales. A Schedule contract establishes your company's approved labor rates, product prices, and terms for up to 20 years (5-year base + three 5-year options), giving agencies an expedited path to purchase from you.
How to get on the GSA Schedule:
- Identify the right Special Item Number(s) (SINs) that match your offerings
- Submit an offer through GSA's eOffer system with commercial pricing, financials, and past performance
- Negotiate pricing with a GSA Contracting Officer — the government expects a discount from your commercial price list
- Maintain compliance with reporting requirements (IFF remittance, price reductions clause, sales reporting)
Benefits of a GSA Schedule:
- Access to all federal agencies plus cooperative purchasing for state/local governments
- Streamlined purchasing — agencies can issue a task order with reduced competition requirements under the simplified ordering procedures
- Visibility on GSA Advantage (catalog shopping) and eBuy (RFQ platform for Schedule holders)
- Eligibility for reverse auctions through GSA's platform
A common misconception: getting on the Schedule does not guarantee revenue. You still have to market to agencies, respond to eBuy RFQs, and compete for task orders. The Schedule is a hunting license, not a contract award.
