These are the official GSA per diem rates for the current fiscal year (CONUS only — Alaska, Hawaii, territories, and international use separate OCONUS rates). Use them to price and benchmark travel; how you actually bill travel depends on your contract's travel clause and your approved travel policy. What is the GSA per diem rate?
Per diem is the daily allowance the federal government sets to reimburse travel for work: a nightly lodging rate plus a daily meals & incidental expenses (M&IE) rate. The General Services Administration (GSA) publishes these rates each fiscal year for the continental U.S. (CONUS). Contractors use them to price travel into a bid and to reimburse traveling employees at government-accepted levels.
What is the difference between the standard rate and a locality rate?
GSA sets one standard CONUS rate that applies to the vast majority of counties, and higher 'non-standard area' (NSA) rates for several hundred specific, higher-cost cities and counties. If your destination isn't on the locality list, it uses the standard rate. Some destinations (resort and coastal areas) also have seasonal lodging rates that change month to month.
What is M&IE?
M&IE stands for Meals & Incidental Expenses — the daily allowance covering meals, tips, and small incidental costs, separate from lodging. It's a flat daily figure by locality. On the first and last day of travel, only 75% of the M&IE rate applies.
Can I bill per diem on a government contract?
Travel is typically billed as an other-direct-cost (ODC) on cost-reimbursement and T&M contracts, and the government generally expects travel reimbursement at or below the GSA per diem rates unless the contract says otherwise. Always follow your contract's travel clause and your company's approved travel policy — this tool gives you the rate to price against, not a billing determination.
Are these CONUS or OCONUS rates?
These are CONUS (continental U.S.) rates — the 48 contiguous states and Washington, D.C. Alaska, Hawaii, U.S. territories, and international (OCONUS) locations have separate per diem rates set by the Department of Defense and State Department, not by GSA.
