What this means

The share by vehicle count is not the share of dollars: most ordering money flows through a small number of large vehicles held by large primes, so a 70 percent share of vehicles can sit next to a far smaller share of obligations. The count still says something real about access: the door to ordering is open to small firms on most vehicles.

An indefinite delivery vehicle is the umbrella contract agencies place orders under: GWACs, GSA Schedules, IDIQs, BPAs and BOAs. This corpus holds every IDV parent USAspending records with a transaction since fiscal 2008, refreshed daily, so these are counts over the whole population, not a sample. Active means the ordering period ends today or later.
