An SDVOSB set-aside vehicle limits competition to firms owned and controlled (51%+) by one or more service-disabled veterans. SDVOSB sole-source awards (USAspending code SDVOSBS) are also possible up to $7M services / $4.5M manufacturing.

The VA has the strongest SDVOSB program in the federal government under the Veterans First Contracting Program — 'Rule of Two' requires VA contracting officers to set aside an award for SDVOSBs whenever two or more qualified SDVOSB firms can perform. Other agencies must comply with SDVOSB goals but lack the VA's mandatory-first authority.
