What is HUBZone Set-Aside?

A HUBZone set-aside vehicle limits competition to firms certified under the SBA's HUBZone program — small businesses with principal office in a HUBZone-designated area AND at least 35% of employees living in HUBZone areas.

HUBZone competitive awards (USAspending code HZC) are the standard competition pool. HUBZone sole-source (HZS) are rarer — used for awards up to $7M services / $4.5M manufacturing where the agency identifies a qualified HUBZone firm directly. Both bid pools are much smaller than full-and-open, especially in high-cost-of-living HUBZone metros.

Who qualifies

  • Small business per SBA size standards for the awarded NAICS.
  • Principal office located in a HUBZone-designated census tract or non-metropolitan county (look up on hubzone.sba.gov map).
  • At least 35% of employees live in HUBZone areas at time of contract award.
  • Certified directly by the SBA — application via certify.sba.gov, typical 3-month processing. Recertification required annually.

Are HUBZone vehicles harder to win than full-and-open?
Almost universally easier when measured by bid pool. The 3% statutory goal across $700B+ federal spending means agencies actively look for HUBZone opportunities, but the certified-firm pool is only ~6,000 nationwide. Win-rate analytics in BidSparq's set_aside_analysis tool show HUBZone bidder counts averaging 30-50% below full-and-open for the same NAICS.
Do I have to stay in a HUBZone for the entire contract performance period?
Yes for the principal office, with continuous recertification. The 35%-employee threshold is also continuous. If your HUBZone area is decertified (the SBA reviews maps periodically), you get a redesignated-area grace period — but expect your win-rate to normalize once that ends.
Can HUBZone status stack with other set-asides?
