The federal government has a 5% contracting goal for WOSB firms — typically met but still highly competitive at the vehicle level.

What is WOSB / Women-Owned Small Business?
A WOSB set-aside vehicle limits competition to firms certified as Women-Owned Small Businesses (51%+ owned, controlled, and operated by women). EDWOSB (Economically-Disadvantaged WOSB) is a narrower subset where the women owners also meet personal net-worth limits similar to 8(a) — even smaller bid pools.
WOSB set-asides apply only in specific NAICS codes where the SBA has determined women are underrepresented. The list is reviewed every 5 years; current eligibility is published at sba.gov/wosb. NAICS not on the list can't be WOSB set-aside, but WOSB firms can still bid full-and-open.
Who qualifies
- Small business per SBA size standards for the NAICS.
- 51%+ owned, controlled, and operated by one or more women who are U.S. citizens.
- Women must hold the highest officer position and manage day-to-day operations.
- Certified via SBA's WOSB certification system at certify.sba.gov — no longer accepts third-party certifications as of 2020. Self-certification was phased out in 2020 as well — must be SBA-direct or approved third-party.
- For EDWOSB: women owners also need personal net worth under $850K, AGI under $400K over 3 years.

- What's the difference between WOSB and EDWOSB?
- EDWOSB is a stricter subset — women owners must also meet the 8(a) economic disadvantage thresholds (under $850K net worth, $400K AGI). Most WOSB set-asides are simple-WOSB (USAspending code WOSB). Sole-source EDWOSB awards (WOSBSS) are rarer but happen in narrow NAICS.
- Which NAICS codes are WOSB-eligible?
- The SBA maintains the list — review at sba.gov/wosb. Common WOSB-eligible NAICS include 541330 (engineering services), 541512 (computer systems design), 541611 (admin management), and many construction codes. - Do I need to be SBA-certified or can I self-certify?
- SBA-certified only as of October 2020. The old self-certification path was discontinued — firms must go through certify.sba.gov or use an approved third-party certifier (NWBOC, WBE Council). Plan for a 3-6 month certification timeline before bidding WOSB set-asides.
