Definition

CPARS is the official federal system for recording and accessing contractor past performance evaluations. Ratings entered in CPARS are available to all federal Source Selection Authorities and are one of the most heavily weighted factors in competitive proposal evaluations.

CPARS is mandated by FAR 42.1502 for most contracts above simplified acquisition thresholds. It is maintained by the Naval Sea Systems Command and feeds directly into the Past Performance Information Retrieval System (PPIRS), which evaluators consult when assessing your past performance in a source selection.

CPARS ratings:

  • Exceptional — performance significantly exceeds requirements; rare and genuinely valuable
  • Very Good — performance exceeds requirements in meaningful ways
  • Satisfactory — performance meets requirements; the baseline expectation
  • Marginal — performance fails some requirements; improvement needed
  • Unsatisfactory — performance fails requirements; puts contract at risk

How CPARS works:

  • The COR drafts the evaluation and submits it to the CO for review and approval
  • The contractor is notified and has 14 days to review and submit comments — use this right
  • If the contractor disagrees, they can submit a rebuttal; the agency must respond
  • The record becomes final and is visible to all federal evaluators

Tips for managing CPARS:

  • Monitor actively — don't wait for notification; maintain a relationship with your COR
  • Submit factual, professional rebuttals to inaccurate ratings — vague or emotional pushback is ineffective
  • Request narrative corrections, not just rating changes; strong narratives can offset mediocre adjectival ratings
  • Proactively provide your COR with written summaries of accomplishments during performance — they often become source material for CPARS narratives
