Simplified Acquisition Procedures (SAP) are streamlined purchasing methods used by federal agencies for procurements under the Simplified Acquisition Threshold (SAT), currently $250,000. SAP reduces paperwork and accelerates the procurement process for both the government and vendors.
Under SAP (FAR Part 13), contracting officers have more flexibility in how they solicit and award contracts. They can use oral solicitations, RFQs, purchase orders, or government purchase cards. The formal requirements of sealed bidding or competitive negotiation don't apply.
For small businesses, SAP procurements are a major opportunity. Federal agencies are required to reserve SAP procurements exclusively for small businesses when there's a reasonable expectation that two or more small businesses will submit competitive offers at fair market prices.
The micro-purchase threshold ($10,000 for most purchases) allows agencies to buy without any competition. Between $10,000 and $250,000, simplified procedures apply. These are often the fastest path to winning federal work.
