A vehicle whose ordering period is ending is either recompeted, extended, or replaced, and the recompete is where new holders get on. Tracking the quarter a vehicle closes is how incumbents and challengers time their capture work.
An indefinite delivery vehicle is the umbrella contract agencies place orders under: GWACs, GSA Schedules, IDIQs, BPAs and BOAs. This corpus holds every IDV parent USAspending records with a transaction since fiscal 2008, refreshed daily, so these are counts over the whole population, not a sample. Active means the ordering period ends today or later.
