What is a Government-Wide?

GWACs are multiple-award IDIQ contracts established by a designated agency (GSA, NIH/NITAAC, NASA SEWP) that any federal customer can use. The administering agency runs the competition and selects a pool of vendors; agencies then place task orders against the vendor pool through fair-opportunity competitions.

Because the heavy procurement work is already done, agencies use GWACs to award faster — typically weeks instead of months. For vendors, getting on a GWAC vehicle is a prerequisite to capturing orders under that vehicle.

Who typically uses these

  • Federal civilian and DoD agencies needing IT, professional services, or scientific support.
  • Common GWAC families: NIH CIO-SP, NITAAC, NASA SEWP V, GSA Alliant 2, GSA OASIS+, GSA 8(a) STARS III.

Common questions about Government-Wides

How is a GWAC different from a GSA Schedule?
Both are pre-competed federal contract vehicles, but GWACs are typically narrower (specific to IT or scientific equipment) and have a fixed vendor pool. GSA Schedules (MAS/FSS) are open continuously to new vendors, span ~30 categories, and have hundreds of thousands of items on contract.
How do I find recompetes for a specific GWAC?
Use the 'Expiring Vehicles' filter — vehicles where the ordering period ends within 12-36 months are recompete candidates. Past performance under that GWAC is the strongest signal that the incumbent has the inside track.
Can I bid as a sub on a GWAC I'm not on?
Yes. Find prime holders (via sibling-holder discovery on each vehicle detail page) and approach them. Sub-teaming is the most common way new entrants build past performance toward winning a future recompete.
