What is a Government-Wide?

GWACs are multiple-award IDIQ contracts established by a designated agency (GSA, NIH/NITAAC, NASA SEWP) that any federal customer can use. The administering agency runs the competition and selects a pool of vendors; agencies then place task orders against the vendor pool through fair-opportunity competitions.

Because the heavy procurement work is already done, agencies use GWACs to award faster: typically weeks instead of months. For vendors, getting on a GWAC vehicle is a prerequisite to capturing orders under that vehicle.
