What this means

A large number of ending vehicles shows where the next round of competition is concentrated. Many vehicles with many holders usually means broad multiple-award programs open to new entrants; few holders per vehicle usually means single-award contracts, where the incumbent is the one to beat.

Counts are of vehicles, never of dollars: a vehicle's ceiling is shared by every holder and says nothing about what has been ordered. Holder rankings exclude USAspending's recipient placeholder for miscellaneous foreign awardees.
