What is a Blanket?
BPAs streamline repeat purchases. Once an agency establishes a BPA with a vendor, individual 'BPA Calls' (purchase orders against the BPA) can be issued with minimal additional paperwork. BPAs are most often established against a GSA Schedule contract (called a Schedule BPA) but can also be standalone for commercial items under the simplified-acquisition threshold.
Schedule BPAs can have up to a 5-year base period with optional renewals. They're a powerful way for an agency to lock in pricing and a preferred vendor relationship for a recurring need.

Common questions about Blankets
- What's the difference between a BPA and a BPA Call?
- The BPA itself is the umbrella ordering agreement — terms, conditions, and ceiling. A BPA Call is an individual order placed against the BPA. BPA Calls (USAspending type IDV_E) don't appear in this list because they're orders, not vehicles — but they will show up as task-order activity on the parent BPA's detail page.
- Do BPAs require a GSA Schedule?
- Not always. Schedule BPAs (established against a GSA MAS contract) are the most common, but standalone BPAs are allowed for commercial items under the simplified acquisition threshold ($250K typically) or for non-DoD requirements under the SAT.
- Are BPAs binding?
- The BPA itself is not a contract — it's an ordering arrangement. Only when an agency places a BPA Call (purchase order) does a binding contract exist. This makes BPAs flexible but also means there's no guaranteed minimum order — vendors should set their pricing accordingly.
