HUBZone

Historically Underutilized Business Zone

Certifications & Set-Asides

Definition

The HUBZone program helps small businesses in economically distressed areas gain access to federal contracting opportunities. HUBZone-certified firms can receive sole-source contracts up to $4.5 million (services) or $7 million (manufacturing) and a 10% price evaluation preference in full and open competitions.

To qualify, your principal office must be in a HUBZone, at least 35% of your employees must live in a HUBZone, and you must be a small business under SBA size standards. HUBZone maps are available on the SBA website to check eligibility by address.

The 10% price evaluation preference is unique to HUBZone — in a full and open competition, a HUBZone firm's price can be up to 10% higher than a non-HUBZone competitor and still win. This is a powerful advantage in price-competitive procurements.

The federal government has a 3% HUBZone spending goal. HUBZone can be combined with 8(a) and SDVOSB certifications.
