Definition

SDVOSB is a federal certification for small businesses that are at least 51% owned and controlled by service-disabled veterans. SDVOSB firms are eligible for sole-source contracts up to $5 million and receive mandatory set-aside priority at the VA under the Veterans First program.

Any service-connected disability rating qualifies, including 0%. Certification is managed through the SBA's VetCert program (which replaced the VA's old CVE process in January 2023). The certification process takes approximately 90 days.

All federal agencies have a 3% SDVOSB spending goal. The VA goes further with its Veterans First Contracting Program, which requires contracting officers to set aside contracts for SDVOSBs/VOSBs before competing openly.

SDVOSB can be combined with 8(a), HUBZone, and other certifications. For veteran-owned businesses, it's often the single most impactful certification for winning federal work.
