DBE, MBE, and WBE are state and local certification programs that provide contracting preferences for disadvantaged, minority-owned, and women-owned businesses. Unlike federal set-asides (8(a), SDVOSB, HUBZone), these certifications are issued at the state or local level and vary by jurisdiction.

DBE certification is required for contracts funded by the U.S. Department of Transportation (DOT) — highway, transit, and airport projects. USDOT requires recipients of federal transportation funds to set DBE participation goals, typically 10-25% of contract value.

MBE and WBE certifications are state-specific programs. Most states have their own goals (often 10-25% of state spending) and their own certification processes. Some states accept certifications from other states through reciprocity agreements, but most require separate applications.

For SLED (state, local, education) contractors, these certifications are the equivalent of federal 8(a) and WOSB certifications — they open doors to set-aside opportunities and give you a competitive edge in evaluations.
