Definition

A Product and Service Code (PSC) is a four-character alphanumeric code used by the federal government to classify what is being purchased in a contract — describing the product or service itself, as distinct from NAICS codes which classify the industry of the seller.

PSCs are one of the most underused competitive intelligence tools available to government contractors. While most contractors know their NAICS codes, understanding PSCs unlocks granular procurement data that NAICS searches miss entirely.

PSC vs NAICS — the key distinction:

  • NAICS code — Describes the industry of the company selling the product or service (e.g., 541512 = Computer Systems Design Services). Assigned by the contractor.
  • PSC code — Describes what the government is buying (e.g., D302 = ADP Systems Development Services). Assigned by the contracting officer.
  • The same company might use NAICS 541512 but work on contracts coded D302, D307, D310, or dozens of other PSCs depending on what they're actually delivering

PSC structure:

  • Products: Codes beginning with a number (e.g., 5120 = Hand Tools)
  • Services: Codes beginning with a letter (e.g., R — Professional Services, D — ADP and Telecommunications, S — Utilities and Housekeeping Services)
  • Research & Development: V and A codes

How to use PSCs for competitive intelligence:

  • Search FPDS.gov or USASpending.gov by PSC to see every federal contract in your specific service area — regardless of which NAICS code the contractor used
  • Identify the agencies spending the most in your PSC and the incumbents currently holding those contracts
  • Use PSC data to find recompete opportunities: contracts in your PSC with expiration dates 6-18 months out
  • In SAM.gov, filter opportunities by PSC to find solicitations for your specific offering type
