The Program Objective Memorandum (POM) is the document each military service submits to the Secretary of Defense outlining its proposed budget and program priorities for the next five years. The POM drives which programs get funded — and therefore which contracts get awarded.

The POM is part of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process. It translates strategic guidance into specific resource allocations across thousands of programs. Understanding the POM cycle is essential for defense contractors because it determines years in advance which programs will have money.

POM cycle timeline:

  • Year 1 (Planning) — Strategic guidance issued, threat assessments, capability gap analysis
  • Year 1-2 (Programming) — Services build their POMs, balancing requirements against fiscal constraints
  • Year 2 (Budgeting) — OSD reviews POMs, issues Program Budget Decisions, services adjust
  • Year 2-3 (Execution) — Congress appropriates funds, contracts are awarded
